Gov. Christine Gregoire announces appointments to boards and commissions

OLYMPIA � July 2, 2005 � Gov. Christine Gregoire today announced appointments to the following boards and commissions:

Affordable Housing Advisory Board
Jayni Kamin of Shelton and Thomas Moak of Kennewick have been appointed to a terms effective June 6, 2005, ending January 29, 2009. Kamin is a Mason County Commissioner. Moak is a City of Kennewick Council member. Tony To of Seattle has been appointed to a term effective July 1, 2005, ending June 30, 2009. To is the Executive Director of HomeSight, a non- profit community development corporation. The board serves as principal advisory body to the Department of Community Trade and Economic Development on housing and housing-related issues.

Board of Registration for Architects
Pedro de Magalhaes Castro of Redmond has been appointed to a term effective June 6, 2005, ending June 5, 2011. de Magalhaes Castro is the founder and principle architect of Magellan Architects. The board examines and licenses architects within the state; investigates violation of state regulations relating to the practice of architecture; and recommends rules and regulations for administering the licensing laws.

Board of Hearing and Speech
Laurie K. Anderson of Colville has been reappointed to a term effective June 6, 2005, ending June 5, 2008. Dr. Lesly Losieau of Spokane and Donald Nelson of Yakima have been reappointed to terms effective June 20, 2005, ending June 6, 2008. The board examines and licenses hearing instrument dispensers; recommends standards for equipment and procedures, along with rules and regulations for administering regulatory act; adopt rules relating to standards of care relating to hearing instrument fitter/dispensers or audiologists, and relating to speech-language pathologists.

Columbia River Gorge Commission
Honna Sheffield of Skamania has been appointed to a term effective June 12, 2005, ending June 11, 2009. Sheffield is a project coordinator for Autism Community Services and a member of the Sierra Club. The commission works with the U.S. Forest Service to plan for and oversee the 253,000-acre Columbia River Gorge National Scenic Area created in 1986.

Criminal Justice Training Commission
Mike Amos of Yakima has been reappointed to a term effective July 1, 2005, ending June 30, 2011. The commission develops and implements training standards and programs designed to upgrade criminal justice personnel establishing standards relating to physical, mental and moral fitness for recruiting criminal justice personnel.

Developmental Disabilities Council
Vickie Foster of Seattle has been reappointed to a term effective July 1, 2005, ending June 30, 2008. The council advises the governor on issues and trends in providing services to developmentally disabled individuals acting as their advocate and as a planning entity.

Governor�s Affirmative Action Policy Committee
Armikka Bryant of Seattle has been appointed to a term effective June 22, 2005, ending May 31, 2008. Bryant is an attorney with Preston, Gates & Ellis LLP and adjunct faculty at Bellevue Community College. The committee serves as a policy and review body for the state's affirmative action program; reviews and approves state agency affirmative action plans.

Hanford Area Economic Investment Fund Committee
Clark Crouch of Richland and Jerry Greenfield of Richland have been reappointed to terms effective June 29, 2005, ending June 28, 2008. Drusilla (Dru) Butler of Richland and John David of Richland have been appointed to a terms effective June 29, 2005, ending June 28, 2008. Butler is a project manager for CH2M HILL Hanford Group. David is the business representative for Sheet Metal Worker�s Local #66. The committee accepts from federal and state agencies loans or grants for the purpose of funding Hanford area revolving loan funds, infrastructure projects, or economic development projects, and recommends a spending strategy for those funds.

Housing Finance Commission
Dennis Kloida of University Place and Tim Otani of Seattle have been reappointed to terms effective July 1, 2005, ending June 30, 2009. The commission issues revenue bonds and participates in federal, state and local housing programs to make additional funds available to help provide low to moderate income housing throughout the state without the use of public funds or lending the state's credit.

Independent Science Panel
Walter Megahan of Carlsborg has been reappointed to a term effective July 1, 2005, ending June 30, 2009. The panel helps ensure that sound science is used in salmon recovery efforts by reviewing salmon recovery plans.

Interagency Committee of State Employed Women
Dianna Gifford of Rochester has been appointed as chair to a term effective July 1, 2005, ending June 30, 2007. Gifford previously served as vice chair for the committee and is a human resources consultant for the Department of Natural Resources. The committee examines and defines issues pertaining to the rights and needs of women employed in state government, making recommendations to the governor and state agencies with respect to desirable changes in program and law especially in the area of education, training, career development, and other conditions of employment.

Law Enforcement and Fire fighters Plan 2 Pension Board
Mark Johnston of Vancouver has been reappointed to a term effective July 1, 2005, ending June 30, 2011. Johnston is a fire fighter with the City of Vancouver. Jeff Holy of Spokane has been appointed to a term effective July 1, 2005, ending June 30, 2011. Holy is a detective with the Spokane Police Department as well as an attorney at law. The board provides for an actuarial reserve system for the payment of death, disability, and retirement benefits to law enforcement officers and fire fighters.

Lottery Commission
Melinda Travis of Spokane has been appointed as chair to a term effective June 6, 2005, ending August 2, 2009. Travis is a community volunteer who serves on state and several regional boards. She is a trustee on the Sacred Heart Children's Hospital Foundation Board and a cofounder of the Children's Circle Association, a fundraising organization for the hospital. A founding board member of the Children's Museum of Spokane, she has served as both president and vice-president for the museum. She has also served as a board member for the Women Helping Women Fund, Foundation for Early Learning and The Inland Northwest Science & Technology Board (recently renamed Mobius). The commission adopts rules to establish and operate a state lottery; setting prices of tickets, prizes, frequency of contests, manner and time of payments to winners; and licenses lottery ticket agents setting their compensation.

Public Hospital District Project Review Board
Sharon Cox of Goldendale has been appointed to a term effective June 6, 2005, ending July 27, 2006. Cox is the chief executive officer of Klickitat Valley Health Services. The board reviews public hospital district proposals submitted by public hospital districts to us alternative public works contracting procedures.

Skamania County Boundary Review Board
John Crumpacker of Underwood has been appointed to a term effective June 22, 2005, ending January 31, 2009. Crumpacker is the manager and part owner of Life-Kind LLC which is a real estate developing company. Boundary review boards have jurisdiction over municipal annexations, incorporation's, disincorporations, and creation or annexation of certain special districts. The boards also have jurisdiction over extensions of sewer and water services outside the city or district.

Washington State Chiropractic Quality Assurance Commission
Judy Colenso of Spokane and Lorri O�Hollaren of Sumner have been reappointed to terms effective July 1, 2005, ending June 30, 2009. The commission regulates the competency and quality of chiropractic health care professionals by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Washington State Medical Quality Assurance Commission
Dr. Chelle Moat of Sedro-Woolley has been reappointed to a term effective July 1, 2005, ending June 30, 2009. Regulates the competency and quality of medical professionals licensed to practice medicine and surgery by establishing, monitoring, and enforcing qualifications for licensing, consistent standards of practice, continuing competency mechanisms, and discipline.

Washington Commission on National and Community Service
Brian Heinrich of Bellingham has been appointed to a term effective June 6, 2005, ending June 5, 2008. Heinrich is the communications coordinator for Washington Campus Compact. The commission implements federal National and Community Trust Act of 1993, which created Americorps. Initiating activities or projects that expand and promote the concept of service beyond the scope of federal resources, and provides leadership and vision with local volunteer organizations, civic and community groups and units of government to make service a part of the lives of all of the citizens of the state.

Washington Council for the Prevention of Child Abuse and Neglect
Mary Ann Murphy of Spokane has been appointed to a term effective June 7, 2005, ending June 30, 2008. Murphy is the executive director of Partners with Families & Children of Spokane. Joel Benoliel of Issaquah and Poppy Hanson of Everett have been appointed to terms effective July 1, 2005 ending June 30, 2008. Benoliel is senior vice president of legal and administration; chief legal officer and corporate secretary for Costco Wholesale Corporation. Hanson is a child welfare caseworker. The council�s mission is to prevent child abuse and neglect. Their responsibilities include contracting to establish community-based educational and service programs aimed at preventing child abuse and neglect; assisting the exchange of information; consulting with state agencies; establishing the Children's Trust Fund; and adopting necessary and appropriate rules.
