WHEREAS, the Developmental Disabilities Services and Facilities Construction Act, Public Law 91-517, as revised and amended by the Developmentally Disabled Assistance and Bill of Rights Act, Public Law 94-103, has been passed by Congress and approved by President Ford. This Public Law makes funds available to the State of Washington for planning, administration, delivery of services, advocacy and construction of facilities for the developmentally disabled. This law further requires the designation of a Planning Council with responsibility for approval and transmittal of a State Developmental Disabilities plan to the U. S. Department of Health, Education and Welfare.
Members of the Developmental Disabilities Planning Council are to be appointed by the Governor and shall include at least fifteen citizen members from the state at large, one of whom shall be designated by the Governor as the chairperson, and representatives from the principal state agencies which provide developmental disabilities services. One-third of the total Council membership shall be consumers as provided for in Public Law 94-103. The terms of the citizen council members shall be for three years with the authority to be reappointed for a second consecutive three year term. Terms will be staggered to provide expiration of terms of five members each year.
Staff for the Council shall be provided by the Department of Social and Health Services from funds available to the Council. The Council shall participate in the selection of staff. The Council shall have overall supervision and direction of the staff, and the staff shall not have joint responsibility with any other agency.
NOW THEREFORE, I, Daniel J. Evans, Governor of the State of Washington by virtue of authority vested in me by law, do hereby establish the Developmental Disabilities Planning Council with duties and responsibilities as provided in Public Law 94-103.
