WHEREAS, RCW 43.06.110 authorizes and empowers the Governor, or his designee, to undertake certain programs that, in the judgment of the Governor, or his designee, will enable families and individuals of all ages, in rural and urban areas, in need of knowledge, skills, motivations, and opportunities to become economically self-sufficient to obtain and secure such knowledge, skills, motivations and opportunities; and
Federal legislation provides financial, programmatic, and technical assistance to states with respect to such programs; and
It would be in the best interest of the State of Washington to secure such federal assistance and guidance for programs authorized under RCW 43.06.110;
NOW, THEREFORE, I, Daniel J. Evans, Governor of the State of Washington, by virtue of the power vested in me as Governor of the State of Washington, do hereby proclaim the following Executive Order;
(1) There is hereby created within the Executive Office of the Governor the Office of Economic Opportunity, which Office shall succeed to all of the functions and responsibilities of the Washington State Office of Economic Opportunity created by Executive Order an May 5, 1965.
(2) The Office of Economic Opportunity shall have the function and responsibility of securing the implementation of RCW 43.06.110 in the State of Washington and, pursuant to such statute, may cooperate with any appropriate agency or branch thereof of the federal or state government, any city or town, county, municipal corporation, metropolitan municipal corporation, or other political subdivision of the state, or any private corporation to accomplish this objective and purpose.
(3) The Governor shall appoint a Director for the Office of Economic Opportunity who shall be administratively responsible to the Governor and shall serve at his pleasure.
(4) The Executive Order dated May 5, 1965, regarding the Washington State Office of Economic Opportunity and other matters is hereby rescinded.
