I am informed that on this date, 1 November 1971, there exists a snow avalanche condition at Stevens Pass and Snoqualmie Pass which poses a constant threat to persons and property engaged in vehicular traffic on certain sections of the Stevens Pass Highway and Snoqualmie Pass Highway. I am also informed that in order to protect life and property, the conditions causing this avalanche threat must be reduced, and that the State Highway Department does not have the manpower or equipment to safely accomplish this task.

NOW, THEREFORE, I, Daniel J. Evans, Governor of the State of Washington, in order to protect life and property, and because of this potential disaster, do hereby order the Adjutant General of this State to place on duty such troops and equipment of the Washington National Guard as may be necessary to successfully eliminate such dangerous avalanche condition existing during the period 1 November 1971 to 30 June 1972 at the time and place designated by the Director of Highways or his authorized representative, under the authority vested in me by RCW 38.05.020 and 040.

IN WITNESS WHEREOF, I have hereunto set
my hand and caused the seal of the State of
Washington to be affixed at Olympia this
1st day of November A.D., Nineteen hundred and seventy-one.

Daniel J. Evans
Governor of Washington

Secretary of State
