Prepares and submits to Governor the budget for community and technical colleges system; disburses funds to the 30 colleges; establishes standards for staffing, financial procedures, curriculum, degree and admission policies.

Qualification:
Representatives of the geographic diversity of the state. At least two members shall reside east of the Cascade mountains. In addition, the governor shall attempt to provide geographic balance and give consideration to representing labor, business, women, racial and ethnic minorities among the membership. At least one member shall be from business and one member shall be from labor.
