|Agency History:||Established when residents of government owned Richland moved across the river in order to own their own land. One such residents, Carl Heminger, purchased a large parcel of land in 1948 and began planning for a new city called, "Heminger City". Other residents chose to name the town "Enterprise" in 1949, and Heminger moved further south to establish his city. In 1955, the two cites merged into the City of West Richland upon incorporation, and is located in Benton County.|
