|Agency History:||The city of Kelso was incorporated in 1890 and is the county seat of Cowlitz County. Located approximately 125 miles south of Seattle, Kelso sits at the confluence of the Cowlitz, Coweeman, and Columbia rivers. Kelso adheres to a Council-Manager form of government.|
