PROCLAMATION BY THE GOVERNOR

WHEREAS, the National Incident Management System (NIMS) has been developed by the Secretary of Homeland Security at the request of the President to integrate effective practices in emergency response into a comprehensive national framework for incident management; and

WHEREAS, the NIMS will enable responders at all levels to work together more effectively and efficiently to manage domestic incidents no matter what the cause, size or complexity, including catastrophic acts of terrorism and disasters; and

WHEREAS, federal departments and agencies are required to make adoption of NIMS by state and local organizations a condition for federal preparedness assistance after Oct. 1, 2004 (FY 2005); and

WHEREAS, the benefits of the NIMS will include:

NOW THEREFORE, I, Gary Locke, Governor of the State of Washington, do direct the agencies of the State of Washington and the Washington State Emergency Management Division to adopt and integrate the NIMS.
