Advisory Council on State Government Productivity

The State of Washington has taken strong and effective actions to insure the sound and efficient management of our state government. Modernization of operations, elimination of duplications of effort and organizational changes have resulted in the savings of many millions of tax dollars over the past several years, with the consequence that our state expenditures in relation to state income have grown at a rate far below the national average.

We are experiencing, however, an unparalleled rate of inflation, which will in some measure result in increases in the operating costs of state government. Requirements for new public services in such areas as consumer protection, land-use regulation, environmental enhancement and energy resource preservation are placing new demands on state government fiscal resources. Recommendations made by the Council for the Reorganization of Washington State Government in 1966 have, in the intervening years, been either implemented or are substantially outdated, and it is imperative that state government take every possible and reasonable action to obtain the maximum benefit from the expenditure of public resources. Furthermore, I believe that even more significant improvement in the productivity of our state government is attainable.

NOW, THEREFORE, I, Daniel J. Evans, Governor of the State of Washington, hereby create and constitute the Advisory Council on State Government Productivity, to be comprised of twenty-eight members to be appointed by the Governor, including representatives of the state professional and clerical staffs, working in close cooperation with state emplovee associations, and to include leadership from state business, education, federal and local government.

The Council's official functions will include: (1) advice on ways to improve the efficiency and effectiveness of state government; (2) review of present state government productivity plans and programs; (3) technical advice and guidance to staff groups working at the Governor's direction on productivity measurement and improvement; (4) reporting to my office on productivity progress and problems in state government; and (5) advice on public employment policies as they relate to state government productivity. Appropriate staff assistance and financial support for the Council, including meeting costs, travel and per them consistent with state employee travel regulations will be provided by the Office of Program Planning and Fiscal Management to enable the Council to carry out its responsibilities.

All departments of state government are requested to cooperate with the Council in appropriate ways in achieving state government objectives with the most effective and efficient use of public monies.

The Council is constituted effective May 28, 1974, and will operate until December 31, 1976.
