On November 6, 1973, the Electric Emergency Curtailment and/or Allocation Committee recommended that I authorize the Centralia Steam Plant to increase its output by 200Mw.
They indicated the increase would correspond to 20 percent of the presently forecast shortage of electric energy.
The Committee acknowledged an increase in particulate emissions would result, but estimated the probable amounts of particulates released would not constitute a hazard to public health and safety. They did, however, recommend a monitoring program for both stack emission and ambient air quality during the time of higher-level operation.
NOW, THEREFORE, I, Daniel J. Evans, Governor of the State of Washington, do by the virtue of the power vested in me,
Authorize the Pacific Power and Light Company to operate the Centralia Steam Plant at its maximum capability in order to have an average output of 1, 200 Mw.
I hereby direct the Department of Ecology to monitor the stack emissions and the ambient air and report to me on a monthly basis, such report will be the basis of the plant's continued operation at higher-level.
This Executive Order shall terminate on May 1, 1974.
