PROCLAMATION BY THE GOVERNOR

WHEREAS, the severe weather patterns that began on October 16, 2003 resulted in damage to homes, road infrastructure, and created debris in the Lake Chelan Stehekin Valley area causing a hazard to human life and navigation in Chelan County;

WHEREAS, the severe weather patterns caused extensive damage to the transportation infrastructure in counties of Chelan, Clallam, Grays Harbor, Jefferson, King, Kitsap, Mason, Okanogan, Pierce, Skagit, Snohomish, and Whatcom. As of October 24, 2003, the estimated costs of damages to transportation infrastructure is $9,490,800;

WHEREAS, the Washington State Department of Transportation is coordinating resources to repair and clear roadways of debris to alleviate the immediate infrastructure impacts, and is continuing to assess the magnitude of the these events.

NOW THEREFORE, I, GARY LOCKE, Governor of the state of Washington as a result of the aforementioned situation and under RCW 38.08, 38.52, and 43.06, do hereby amend the proclamation of October 17, 2003 and further proclaim that a State of Emergency exists in Chelan, Grays Harbor, Okanogan, King and Pierce Counties. The Washington Department of Transportation is directed to coordinate with the State Emergency Management Division on all event-related assistance to the affected areas.
