EXECUTIVE ORDER  01-11-65

On the basis of a review of the practices followed by governors of previous administrations, it was determined that no uniform policy or procedure existed for the preservation of the files and papers of the Chief Executive of the State. Recognizing the importance of these materials as the basis for historical research in the future, it in my desire to provide for the permanent preservation of my files and papers in the official archives of the State of Washington.

In view of the fact that there does not now exist comprehensive legislation dealing with these specific types of files and papers, it is my desire that the following procedures be followed:

1. That the files and other papers of the Governor Albert D. Rosellini administration become a part of the official archives of the State.

2. That all files and papers, except speeches and news releases, will be sealed for a period of 20 years.

3. That the sealed portion of the files and papers be stored in the Washington State Library under the custody of the Library Commission.

4. That at the end of the 20-year period the library Commission will transmit the sealed files to the State Archivist, at which time they will be opened.

5. That the speeches and news releases will be added to the public files in the Washington Room of the State Library.

This executive order was superceded by the Public Records Act, RCW 40.14. Governor Rosellini's papers were transferred from the State Library to the State Archives in 1972 in accordance with that act.
